I.                    Background on Civil Initiatives Libya Civil Initiatives Libya (CIL) is a training and capacity building program implemented in Libya since January 2012. Its main objectives are to contribute to the emerging of a sustainable civil society and an inclusive local governance to act as a catalyst for stabilization in Libya. CIL Resource Centers missions are to provide capacity building and to award grants in order to support civil society participation in post-crisis transition; to promote best practices in participatory local governance and to promote cooperation between civil society organizations and relevant institutions. CIL Resource Centers are located in Tripoli, Sebha, Misrata and Benghazi/Libya.

Requirements

I.                    Qualifications
  • Bachelor’s degree in related field required.
  • Previous experience in managing a training center with minimal supervision required.
  • Background in events management.
  • Knowledge of logistics procedures appreciated.
  • Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.
  • Ability to establish and maintain positive and cooperative relationships with colleagues, CSOs, and institutional partners
  • Excellent computer skills, particularly Microsoft Office, required.
  • Arabic and English mandatory. 

Responsibilities

The Resource Center Manager’s responsibilities include:   ®    A Public relations component consisting in establishing and maintaining lines of communication between CIL Resource Center and relevant actors to identify needs, to support initiatives, to recruit trainers and to promote CIL activities. This includes:  -          Interacting with CSOs, unions, INGOs and key local stakeholders such as the Local Council, Ministry of Culture, Media, etc. in order to identify new opportunities and promote CIL capacity building activities; -          Networking at local level in order to identify relevant partners and potential local trainers that can be included in CIL training programs; -          Supporting potential local partners in drafting training programs and budgets that may be covered by CIL; -          Advertising the trainings and events in cooperation with the Communication Department and ensuring the selection of the participants (if relevant) -          Taking initiatives to increase CSOs interest and participation in CIL activities (exhibitions, film, workshops, conferences…)    ®    A training/capacity building component consisting in programming and supporting the delivery of trainings and capacity building activities in line with CIL objectives. The Resource Center Manager is responsible for:   -          Formulating, developing and promoting monthly training programs in line with CIL objectives -          Providing guidance to CSOs to identify their training needs, promoting all CIL programs that target CSOs such as grants, call for participants for trainings abroad, etc. -          Developing tools to improve the data collection and the activities follow up -          Ensuring that relevant Memorandum of Understanding or contracts are signed with the partners (if relevant) -          Liaising with the relevant Program Manager and Finance department for the organization of “decentralized” trainings (training programs and budgets are to be approved before to be delivered) -          Supervising the Project Officer in organizing training activities and all related tasks (weekly reports, booking venue, printing of training material when needed, organising catering, organising translation when needed, etc.) -          Maintaining up-to-date an accurate database of CSOs by making sure that all users are registered. -          Writing reports about the activities and submit them to the Youth Program Manager -          Liaising with Communication Department to promote CIL Resource Center’s activities.
 ®    A project management component consisting in : -          Actively participating in the planning and design of projects when requested -          Being responsible for the whole implementation of specific activities approved by a donor -          Assisting in preparation of reports to ensure donors’ reports are complete, timely, and accurate. -          Liaising with donors representatives in Libya -          Constantly interacting and cooperating with Finance, Logistics, Human Resources, Communication and Program for the implementation of the activities   ®    A coordination component including : -          Ensuring a smooth and efficient operational running of the Resource center. -          Budgeting activities on a monthly basis and filling cash request. -          Managing budgets allocated for the implementation of the activities -          Being responsible of the trainers recruitment (TOR), supervision, schedule and evaluation -          Ensuring the maintenance of the premises and equipment (which includes supervising support staff such as guards and cleaners; -          Identifying equipment and improvement needs for the Resource Center To that end, the Resource Center Manager will work under the supervision of the different Program Managers and communicate regularly with the Financial Department and the Communication Department.
