Weakened health services are largely deficient in their capacity to attend to the needs of the population. The increased prevalence of mental disorders and physical disabilities –a consequence of the conflict– further exacerbate the situation.   The overall objective of the EU-LHSS programme is to improve efficiency, effectiveness and quality of health service delivery in Libya. The purpose of this action is to strengthen strategic planning, financing as well as management and quality of health service delivery through targeted reforms and pilot interventions.      Tasks of the
Communication Expert Objectives of the mission General objective of the mission ·              To communicate reform goals, phases and results to the political, professional and general public in appropriate manner   Specific objectives of the mission   ·         Develop an information and communication strategy (defining axes / areas); ·         Develop a communication handbook including: strategy, total design, implementation, communication channels, evaluation, tools, copyrights, graphics and application of good practices in internal and external communication); ·         Develop a media protocol of the LHSS strategy with all stakeholders and partners involved in the proceedings of activities including the general public; ·         Assist the LHSS Team, TL and KE, as well as Key national stakeholders, e.g.PSC Chair, regional/local pilot site Coordinator/Lead, etc) in broadcasting and media information (including the press) to manage expectations, steer the Public image of the Reform Process and sensitize all stakeholders in the health system around the areas of intervention of the proceedings and create positive perceptions of the LHSS endeavor by the public and by health professionals.   Expected results and deliverables ·      Facilitate the design and roll out of internal and external strategies for communication and outreach in support of health sector reforms.  ·      Assist in the development of a comprehensive communication strategy linked to key benchmarks of health sector reform and with the ultimate objective to facilitate national dialogue, ensure genuine participation of stakeholders at all levels, strengthen government legitimacy and               the credibility of proposed reforms, and manage expectations about their pace and potential. ·      Elaborate a communication needs assessment and an analysis of information needs of specific target groups, which should include as a minimum, the frontline workers, the General National Congress and the Libyan public at large. Messages conveyed should be evidence-based, targeted to specific audiences and easily understood by various stakeholders.  ·       A variety of tools may be identified including outreach and PR events, sub-national strategies, media briefings, updates and press releases, web stories on key policy initiatives and featured   stories on international and national and local Libyan media outlets.  o    Designing a strategic plan for information and external communication; o    Designing an internal communication plan including good communication practices; o    Developing a media protocol of the LHSS strategy; o    Develop a media protocol of the LHSS strategy with all stakeholders and partners involved in the proceedings of activities including the general public; o    Developing a communication manual including LHSS RA 1-3 + Humanitarian response, strategic & operational results: strategy, total design, implementation, communication channels, evaluation, tools, copyrights, graphics and application of good practices in internal and external communication); ·       Gauge the impact and the effectiveness of communication strategies implemented and the general perception regarding reform-related initiatives. ·       Operates under the overall guidance of the LHSS Steering Committee with day-to-day supervision of the Team Leader. He/she will be working in close consultation with the          other LTEs and relevant STEs. ·             Professional Experience    Qualifications and Skills   •     Advanced clinical degree and / or degree in Journalism, Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science, Public Health or other related field; •     Proven writing and editing skills, with a strong command of English and Arabic and an ability to convey complex ideas in a creative, clear, direct and lively style; •     Ability to lead research efforts to identify and map intended audiences; •     Ability to translate M&E findings into communicable messages; •     Strong diplomatic, interpersonal and team skills and demonstrated client orientation;   •     Proven intellectual leadership and demonstrated understanding of the use of traditional and emerging media in support of policy reform processes desirable; •     Ability to leverage communication tools and methodologies (such as online monitoring, web analytics, surveys or other measurement tools) and to develop and analyze communications performance indicators desirable; •     Knowledge of the Libyan health care landscape at national and local level desirable.   Specific Professional Experience   •     A minimum of 5 years progressively responsible professional work experience in health care reporting, clinical/health care or health-related research, public information or communications; •     Proven experience in the field of strategic communication in post-conflict and transitional environments and/or in the context of reforms desirable; •     Prior experience in the media at international level desirable; and ·         •      Experience in multi-stakeholder analysis / engagement and Knowledge Management desirable. Other Knowledge, Additional Competences   §  Extensive ability to conceptualize, analyzing context, identification of key players, and draw conclusions; §  Team player and high communication skills; §  Proven ability to build solid and trustworthy relationships with partners; §  Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office) §  Managerial and organisational competences; and §  Excellent verbal and written English and Arabic languages.
